introductionHimalayan Human Rights Monitors (HimRights) is a non-governmental, non-partisan, non-profit organization committed to defending the rights of poor, marginalized and socially excluded communities and individuals, with special focus on women, children and youth.
The 1612 Task Force brings together a small and diverse working group of local, national and international non-governmental organizations based in Nepal to monitor and respond to violations to children’s right as a result of Nepal’s armed conflict. This project seeks to reinforce and expand the Working Group’s effectiveness and to provide protection and care for more affected children. All project activities outlined in this project will be implemented jointly by the TF MRM Working Group member organizations. The ultimate goal of the TF MRM is to prevent violation against children in the context of armed conflict. Child rights and child protection agencies operating in Nepal have set up an operational mechanism to monitor the grave violations committed by all parties to the armed conflict that will regularly report the finding to the UN Country team and the UN Security Council. Three UN agencies are part of the TF MRM, namely UNICEF and OHCHR as co-chairs, and OCHA with the status of observer. The non-UN members are four national NGOs, namely Advocacy Forum, CWIN, HimRights, INSEC, Jagaran Media center, PPCC - network of local NGOs, and a international NGO, Save the Children.
Partnerships for Protecting Children in Armed Conflict (PPCC)
PPCC was established in August 2005 as a network of national and international organizations working on child rights in Nepal. PPCC’s mandate initially focused on violations against education in conflict settings. Following the significant changes in the context of Nepal, PPCC has broadened its mandate to monitor and report on all grave violations against child rights. PPCC is a permanent member of the National Taskforce on the UN Security Council Resolution 1612 since 2006. Building on partnerships within the civil society, PPCC strives to protect children by monitoring, reporting and responding to a broad range of child rights violations and advocate for appropriate policies and programs and their effective implementation. Its overall goal is to halt child rights violations and to increase children’s well-being in Nepal. The members of the network consist of the following organizations: Advocacy Forum, BASE Nepal, Concern Nepal, HimRights (Himalayan Human Rights Monitors). The international partners include CARE Nepal and Save the Children, Nepal, Additionally, the Watchlist on Children and Armed Conflict, a New York based NGO has supported and worked actively with the PPCC network.
PPCC’s mandate is to document cases and trends relating to violation against child rights. The information gathered is used to immediately respond to violations as well as to advocate for better policies and programming at the local, national and global levels on behalf of children. The network aims to directly link the process of gathering information with response activities and advocacy that will provide tangible positive outcomes for children and their communities.
